Google Sucks!

I agree - something wrong goes with Google. What is it all about when your search keywords are "kiev dating" the site www.friends-in-kiev.com appears on the second page but when you typ ein kiev dating agency then it appears on the 15-th!!! page and jumping from page 9 to page 15 again. Isn't it supposed to be ranked higher when you limit search with more specific phrase? Ah, guys? Who can tell me?
